Puerto Rico’s role as a U.S. biopharmaceutical manufacturing powerhouse is accelerating. Amgen recently committed $650 million to expand its biologics manufacturing facility in Juncos, a project that will integrate advanced technologies across its operations and bring 750 new positions to the Island.
“This expansion underscores Amgen’s commitment to U.S. biomanufacturing and to strengthening the resilience of our global supply chain,” said CEO Robert Bradway in a statement. Puerto Rico Governor Jenniffer González Colón praised the move as proof of “mutual loyalty” between Amgen and the Island’s workforce.
Amgen’s investment follows the extension of pro-growth tax policies in the One Big Beautiful Bill Act of 2025, which built on the 2017 Tax Cuts and Jobs Act (TCJA) to incentivize domestic manufacturing. The company has invested more than $40 billion in manufacturing and R&D since 2017.
Its announcement comes as other drugmakers expand across the territory. Eli Lilly & Co. recently pledged $1.2 billion to upgrade and modernize its facilities in Puerto Rico—a move that’s expected to add 1,100 positions. Millicent Pharma and Integra Lifesciences have also unveiled new projects on the Island in recent months. According to Economic Development Secretary Sebastián Negrón, total private sector commitments in Puerto Rico have now reached $2.1 billion and 4,000 jobs.
“Puerto Rico boasts more than 60 years of expertise and excellence in the biopharmaceutical sector,” Secretary Negrón said. “These investments affirm our position as the strongest biopharmaceutical hub in the United States.”
Long dubbed “America’s Medicine Cabinet,” Puerto Rico is a cornerstone of domestic medicine production. The Island has the second largest pharmaceutical manufacturing output in the United States and produces seven of the ten best-selling drugs. Officials say the combination of a skilled workforce, established infrastructure base, and proximity to the mainland positions Puerto Rico as a key driver of President Trump’s domestic manufacturing push.
