Poll: Majority of Americans Support Using Tax Incentives to Boost U.S. Manufacturing, Strengthen Medicine Supply Chain

Washington, D.C. (June 10, 2025)—On Wednesday, the House Committee on Energy and Commerce is holding a hearing that will explore ways to strengthen America’s healthcare supply chain. Ahead of the hearing, Opportunity Puerto Rico is releasing new polling that finds Americans strongly support tax policies that incentivize domestic manufacturing to protect American access to medicine. 

That includes taking advantage of Puerto Rico’s already vibrant biomedical manufacturing economy by near-shoring medicine production on the Island. The current biomedical supply chain is a glaring national security vulnerability that Americans—and President Donald Trump—want rectified.

  • 77% of Americans support using tax incentives to maintain and encourage manufacturing in the U.S., including in Puerto Rico. Parsed by political affiliation, 92% of Republicans, 68% of Democrats, and 73% of Independents support the approach.
  • 72% of Americans would prefer to see drugs manufactured in Puerto Rico, compared to other countries like China (6%) or India (2%). Broken down by political affiliation:
    • 80% of Republicans would prefer to see drugs manufactured in Puerto Rico, compared to other countries like China (6%) or India (2%).
    • 70% of Democrats  would prefer to see drugs manufactured in Puerto Rico, compared to other countries like China (8%) or India (2%).
    • 67% of Independents would prefer to see drugs manufactured in Puerto Rico, compared to other countries like China (7%) or India (0%).
  • 69% of Americans understand that Puerto Rico is part of the U.S., with residents who pay U.S. taxes.
